The government commissioned research into the potential risks TikTok may pose to children. This was carried out through a Child Rights Impact Assessment (CRIA). The purpose of such an assessment is to determine whether a product or service respects children’s rights. The assessment examines both the positive and negative aspects of TikTok. Similar assessments have previously been conducted for Instagram and Snapchat, and an assessment of Roblox is currently underway.
Positive aspects
The assessment finds that TikTok can encourage creativity. It also supports self-expression, helping children to develop their opinions and identity. TikTok can expose children to educational content and foster social connections among peers.
Risks for children
However, the assessment also highlights several risks for children using TikTok. They may be exposed to harmful or inappropriate content, such as videos about suicide. TikTok can also be a source of misinformation or fake news.
The assessment further reveals privacy risks. TikTok collects data such as children’s location, language, and demographic information. It also uses a wide range of personal data to power its algorithm. This is concerning, as children often do not understand the implications for their privacy. Moreover, it is unclear how TikTok processes this data. These risks can lead to manipulation, limit children’s freedom of expression, and restrict their access to reliable information. Children may also be inappropriately influenced, excluded, or even discriminated against.
TikTok also poses health risks for children. The app can negatively affect their self-image, leading to lower confidence. It may also harm physical health, for example through chronic sleep deprivation caused by excessive use or addiction, or by participating in physically dangerous challenges.
Benefits do not outweigh the risks
The assessment weighs TikTok’s positive and negative aspects. It concludes that the potential risks outweigh the benefits and TikTok’s commercial interests. The platform must take steps to better protect children. The most important recommendation is to implement effective age verification. Other suggested measures include adjusting the algorithm and reducing manipulative techniques.
